Cousin Devi Down in Boogaloo


Before Cold and Mimms have their last big showdown, Cold distracts Mimms by saying that he reminds him of his "cousin Devi down in Boogaloo." I know that our man Steve fancies himself a bit of a bluegrass renaissance man, and is currently living down in Louisiana. Is this some sort of creole dialect that I am not familiar with (sounds nothing like any creole I've ever heard) or is it, as I have initially surmised, total bloody gibberish?
