I wonder if it's purposely bad or they were just making fun of it and he thought it looked good. I never noticed so I'll have to look for it next time.

That was one of the great subtle points of the movie/story. If you remember the genesis of The Folksmen, Mark and Alan were the duet, and later added Jerry to sing lead and perhaps make them more marketable. Jerry was an electric guitarist, first and probably was not 100% committed to folk, but committed to fame. Ergo his ego probably would not accept the ravages of time and a receding hairline. I also got the feeling that Jerry always felt he was a step above Mark and Alan, and perhaps the rest of The Folksmen were there to highlight Jerry.
A cheap toupee just seems to go with the character. Another hilarious aspect of this great movie!
