When did he see Anne @ his uncle's house?

When Nicholas comes to Anne Hathaway's house to purchase her paintings for the first time and they talk outside the door, he mentions seeing her at his uncle's house and at several other places. When did this happen? Maybe it was a deleted scene?

When Nicholas first arrives with his family at his uncles house after his father's death, Madeline Bray was the woman who was talking upstairs with his uncle, who came running down the stairs crying. There was a brief moment after she came down the stairs when she and Nicholas held a look before she ran crying from the house. It wasn't what I'd call a very important interaction, and I couldn't imagine that either of them would remember it that clearly when they met later but I guess they did. I hope that answers your question :)

yeah i didnt notice either at first but then i realised she was the mysterious crying girl in the cloak.

No, it wasnt a deleted scene, but for anyone who wasnt a diehard fan of Anne (I was in full watch for Anne during the whole duration of the film) it wasnt that easy to remember.

She was begging money from Nicholas' uncle, and was crying as she ran down the stairs. Nicholas and his mother and sister were there and Anne pauses and she and Nicholas stare at eachother before she rushes out.

Yes, it was a very brief scene right before Nicholas met his uncle, I recognized Anne right away but I can see where somebody might not have since there were no closeups or anything and it was over in seconds.
