Wow, I just happened to be talking about Halo and popped onto these boards. This made me laugh... (I'm kinda hoping it's a joke or a troll just posting to get a response but if it's serious here's my response)
Chris Hemsworth as Chris-117? (not John?) Sure if you want him to use the suit and never show his face or hear his voice. Why would you recast the voice of the Chief? Seems like an expensive casting for a role like "Dredd"
Anne Hathaway, sure, for the body over a lot of CGI, but then again the actress that plays Cortana would supply the voice again. No need for a big name actress to fill the body double.
Tom Hanks as Keyes, would be better with Neeson in this role. Hanks is a bigger expense. Neeson will always be more convincing in my eyes as the higher ranking officer. Just don't let him do his awful american accent, stick to the British one!

Foe Hammer I've no real issue with.
Denzel as Johnson... that's a toughy. Sure you could hire the multi oscar winning actor to do a video game movie or you could hire some unknown kick ass dude who would give a more convincing performance. I can see the casting, "The Sarge from Aliens, are you like him, then come audition for Halo!"
