I just saw Shaheed-e-mohabbat and I was surprised by how similar the storylines between this movie and Gadar. This movie is made in 1999 and Gadar in 2001 so did Gadar intentionally copy?

yes, Gadar was remake of this film
Seriousness of this film was toned down to suit bollywood audience
