Island of the Dead

Watching the short with Mike and the Bots, I'm struck by how little we see of the Puerto Ricans - in fact the whole place has a deserted, creepy air. The mall at the end reminded me of Dawn of the Dead. I think the only locals we see are in a factory, everyone else is either far away, or walking away from the camera. Was it aimed at holidaygoers? Businessmen who expected to spend some time there?

I'm British, so I have no idea what Puerto Rico is like; is it a hellhole? Also, how did that flag get on the moon?
