shareThey do in the USA. In fact it is recommended to shoot the victim often enough that they are certain to die. That way they cannot sue. The civilised world does not allow such behaviour.
shareNot legally or technically, but they obviously do it all the time, and almost always get away with little more than a paid suspension. Usually it's a black dude getting shot, though. There's been some coverage about it in the news the last few years now that everyone has a way to shoot video in their pocket at all times, maybe you've heard something about it.
