Good plot idea, but movie is slow and boring

The premise of the movie was interesting, but I felt the pacing was off. We wasting dozens of minutes in flash backs instead of dealing with the situation at hand... All for what? What was the point of all those flashbacks?

Why didn't they spend more time questioning/talking about Snow and his 'brother'? And was there ever any talk about Gordon and her visitor? Or even more details about what happened to the security team... Seems like screentime could have been allocated to those interesting potential plot points, instead of those boring flashbacks.
