This movie speaks very low of the South Korean justice system.

Okay why don't the characters cover up the murders so they aren't caught? They commit murder, then the next scene they are locked up. However there are other crimes happening in this movie that the police just let go on, but murder is going to far apparently. So do they have a policy to lock up anyone for murder no matter what the evidence but let other crimes go?
