I know its the same actor, but is Prosecutor Kang from Another Public Enemy meant to be related to Detective Kang from the first film?

Yeah, I had the same confusion. I sat through most of the second movie wondering if it was really a sequel so much as a re-imagining or something. It's a bit like Highlander 3 pretending 2 didn't happen, because Kang is such a different man.
I think we're supposed to feel the three years in between is enough to change him, though I don't want to post more for fear of spoilers.
Different characters/sequel in spirit only, but the "original" Kang returns in Public Enemy 3.
