I liked it

Not the ending, which was a convention of gay films in an earlier era. If that's what happened in the actual story this is supposedly based on, they may have felt they had to honor it, but I wish they hadn't. And the film really does indulge itself far to much in blurry, slow-mo, close-in, confusing shots. And I also have to agree with the Netflix reviewer who said that shooting actors from outside houses or through apertures gives a false impression that we're seeing from another character's POV, and we're about to cut to that character.

But the movie is well-acted, and the relationships I find very compelling. The story (except for the trite ending) doesn't go where I expect it to. It's wonderfully un-hackneyed to show serious drug abuse, make it plain the lead character disapproves of it, but not throw a hate on Billy over it or make the movie all about it. I found the young actors very attractive on every level, and a lot of the movie was very romantic and touching. I don't consider it a masterpiece, and I don't consider it craptastic. I do consider it one of the better gay-themed movies, and the vast majority of the ones I see are pretty bad and rather shallow.

The Republican Plan: repeal all reform; collect payoffs; go yachting (but not in the Gulf).
