my problem with Bunny Colvin's experiment...

given his nearly 30 years service and his rank as Major, it's fair to say he'd spent enough time around the top brass to have seen first hand or at least heard second hand how vindictive they could be if anyone disrespected them or tried to play by their own rules.
I therefore find it hard to believe that he'd be naïve enough to think that if the bosses didn't approve of what he'd been doing with the free zones, there'd be no repercussions and they'd just let him retire with his Major's pension. Seriously, what was he thinking?

He expected the brass to save face rather than bust him to a lower rank and thereby publicly admit that the police did something wrong.

If he'd shot someone in the face he most likely would not have lost his rank or pension.
