Does anyone know what this was filmed on and why the quality is slightly below average?

I'm guessing 16mm but why is the picture so misty?

Hi, it is nothing to do with the film stock. It is a terrible transfer - it looks like many DVDs from Hong Kong. Tartan should be ashamed of releasing it.
