plot outline says they 'are forced, by law, to live there'??

The plot outline said the mothers travel to adopt babies and "are forced, by law, to live there." I was expecting the mothers to get their babies, sign all the papers, do what they needed to do, then they would be told "By the way, you can't leave the country with this baby. You must live here." I guess maybe that was my perception by just reading the description of the movie. I understood that they had to wait there for a long time and wait...and wait... , but they were free to leave when they got their babies, right?

And, in the movie, did they ever come right out and say it took place in Mexico? Was it supposed to be Mexico, or just symbolic of any country with those types of problems?

Overall, I really liked this movie. I like Marcia Gay Harden as an actress, and she did a great job in this movie. She was able to portray an unlikeable person, but still vulnerable that I felt a bit sorry for.

Shot in Mexico, set in South America, no specific country.

Yes, it seems that they must live there while adopting. But, for how long? It is clear from Nan's conversation with her lawyer, and his conversation with Senora Munoz, that they are deliberately delayed, to run up profits for the hotel. She gets her baby the next day, because everyone dislikes Nan, including the hotel staff.
