What do you think that happens after the ending? Ivan gets killed? How about the girl? The last scene shows her sleeping. What the director meant with that? Maybe that is far fetched: the girl represents brazilian people, squeezed between high crime taxes and an unresponsible upper class, but sleeps unaware that his fate will be decided by others.

(Spoiler?) I can't believe they made this movie without finishing the novel/screenplay first, it was building up to a rather dramatic climax and it just ends. What a cop out.
