The NTSC ALL-REGION DVD of ROMANOVS with English subtitles is now available to buy at artpopdvd.com: http://www.artpopdvd.com/DVD/48544.aspx

As of April 25, 2009, this DVD is not available.
Apparently it was only available for a day because I went to artpopdvd.com about two days after the OP mentioned the Region 1 DVD release and they said it was out of stock.
So far, it still is.
