Russ Meyer's Pandora Peaks

I'm posting this on various boards hoping that a Russ Meyer fan will know the answer --

I'm trying to figure out when Russ Meyer's last feature, Pandora Peaks: Her Life And Time, was actually MADE. Various sources give it's release date as either 1994 or 2001. But what I want to know is, when was it actually made? I've seen it and the footage definitely looks like 1994, but does this mean that it was made then, or was the footage shot then but the film completed years later? Any information would be appreciated. Thanks.
