Looking for film like Evelyn

The only thing i remember from this film i cant think of is, basically the kids get taken away from the father and sent to foster care. But while in foster care the kids are beaten and end up being traumatized. I think one of the kids ends up in a wheel chair by the end of the movie because of the abuse of the foster care house. By the end of the movie the father ends up getting the children back but has to be patient with them since they are suffering from what we call PTSD nowadays. I know one scene the father is helping the one of the boys with their bikes and ends up slapping him, which he regrets right away.

Please help! Ive wanted to watch this movie again for a long time, but cant figure out what is was.
