It's in the Plaza and you have to jump on Yoshi and use the spinning technique then you fall into one of the roofs of the houses and then if you time it right you get to go underwater while riding Yoshi and walking to an island. It makes it a lot easier to get to one of the islands to spit the fruit juice on that yellow stuff blocking the pipe since Yoshi only disintegrates when you jump into the water with him, not coming up from below. It's quite a cool trick. I'm sure you could find an image of where the house is somewhere but it's near where you jump on the boat.
