Terrorism in Super Mario Sunshine?

Since when were there terrorists in the Super Mario franchise? Unless you consider Bowser a terrorist... The reason why I'm posting this is because I see "terrorism" under plot keywords, but how are there terrorists in this game?

Bowser most def is a terrorist. There are multiple cut scenes in the games of him arriving and firing countless bullet bills at innocent civilians (not to mention main heroes). Mario Galaxy and Tennis for the gamecube immediately come to mind.

Bowser can still be a terrorist without having killed anyone. I doubt he would be welcome to participate in Mushroom Kingdom tourneys like Kart Racing if his actions resulted in the death of civilians.
