Dogme 95?

In this movies they make use of what I understand to be "The Rules" as laid out for Dogme 95: no onscreen violence; source music only etc. Does anyone know if this was produced with the Dogme 95 format in mind?

This was from the shotime description.

"Inspired by the spare filmmaking aesthetics of Dogma 95, first-time writer/director Eric Eason crafted this independent drama on digital video about a pair of Puerto Rican brothers in New York whose dreams for the future are threatened by their economic circumstances."

Awesome, thanks rick! I figured it must be. And, in my opinion, one of the more tolerable of the films made in that style. As much as I admire the "Dogme 95 Manifesto" as a movement, the films themselves are definitely an acquired taste. Thanks again!
