Yeah, I noticed that in the submarine. I assumed that it was because he was leaning forward, and the increased blood pressure caused some kind of pooling. Then I checked earlier scenes, and apparently it's just a feature of his head, and is more or less obvious depending on the lighting and angle. You can see it in the very first scene, when he's at the table eating.
