I don't see what difference it would make. And why can't wizards use electricity? There are some things magic can't do. Maybe wizards should give muggles magical stuff, and they can give them technology.

shareI think that your second point is more the concern than the experimentation in my opinion. Muggles don't like not having what others have and would probably kill to get access to it.
shareClearly, it is okay for wizards to mind rape muggles. But they're not allowed to "bother" wizards.
That is the only explanation, that we got about why the secrecy is so necessary that mind rape is seen as no big deal.
And I always called bs on that. But I'm glad that the movies toned down this creepy element from the books.
