Was the incarnation of Tom Riddles younger self under the conscience of Voldemort himself? Or was it his younger self until he was finished sucking the life from Ginny? I only ask because the dialogue between him and Harry suggests to the latter as he didn't speak to him as he did in books/movies 4-7/8

The young Tom Riddle was not working under Voldemort's direct influence. He intended for the Diary to be used at some stage but Lucius Malfoy was supposed to wait for the all-clear before doing this. It was hinted that had Tom succeeded in killing Ginny and escaped the Diary then the modern day Voldemort would be infinitely stronger.
