They are oretty damn good.
Well, I got 1 OST (the first?) and the only tune worth listening
to on it is "Liar you lie" (NOIR main title theme?)
On a related note, I got a copy of the Cowboy Bebop Movie OST and the only tune
worth listening on that OST is "Yo, Pumpkinhead"
Sometimes, some CDs only have ONE good 'cut' on them and the rest is crap/ballast....
That's why 'a la carte' music file sales is so popular -- Old-style Napster 'pioneered' this distribution model -- albeit illegally....

And I think both OSTs are near perfect in their entirety.
Geneon has released OST1 and OST2 for US/domestic sale. There is a third OST3, blanc dans NOIR which is only available as Japanese release.
CD Japan, http://www.cdjapan.co.jp is a good site to purchase original and legal Japanese-release CD and DVD. Some good US online stores (those who don not sell pirate copies) like AnimeCorner or Rightstuf may also have them.
