It's the song that plays at the very beginning of episode 8 after the opening. It is just is a vocalist(s) going Da Da Da.... I downloaded all 3 soundtracks of Noir and I didn't find it. It also plays in episode 10 during the court trail.

I'm afraid you're out of luck, the track is unreleased and unknown.
