He's not neccessarily dead though. The episode before the finale, a duplicate was made of Harvey and nothing was said of it so, who knows. They brought Phil back so, let's keep our fingers crossed.
shareThats a good point about the clone, but the show is cancelled for good. The creators didn't feel they could continue the show without Stephen Colbert.

cuz there is no way they could do another season without colbert doing the voices of Phil Ken Seben AND Reducto, hes a genius in real life and as a voice

Every few months this point about the clone comes up on this board. It really is a pity the writers aren't lurking around here watching, because it is definitely an ideal way around the whole death of Birdman thing if they ever got SC back on board the project.

Considering that a video game came out the year after the show ended and was a "spin-off" of the show with Birdman very much alive, no he probably lived.
