Hole in the Duct Tape

Frank cut a hole in the strip of duct tape on Lai's mouth so she could drink through a straw shortly after he broke the rules by opening the package and finding her. Frank chose to keep that same piece of duct tape over her mouth instead of applying a new fresh, smooth, and clean one. Wouldn't the girl inside the package having a hole in the duct tape that is keeping her mouth shut set off some red flags with Wall Street? The way that hole was Wall Street would probably be able to instantly tell the package was tampered with since a hole like that doesn't appear unless someone makes a cut through that tape with a knife. I was really shocked by this since Frank seemed to be a smart guy who always knew how to protect himself and cover his tracks while doing a job. Was anybody else shocked that Frank did this?
