Yeah, but even though he wasn't wearing a seatbelt, we know that the crash wasn't his fault. So I really don't see the problem.

You people really don't know much about law or even the legal system (which is completely different).
First of all, the hospital building might be owned by a private individual, but the parking lot might still be on LAND that's owned by someone else (like the government).
Second of all, any seatbelt 'requirement' doesn't come from property, but from consenting to being governed by legal system. If you don't APPLY (means "to beg") for a driver's license, and you don't REGISTER (Regis = King, means that the government will own the car) your car, what exactly creates the obligation or requirement to wear the seat belt?
Nothing.
Law doesn't require you to wear anything when you travel by automobile. If you "drive" a "car", then it's different, because that's defined as doing commerce, which means now you are under the commercial law (part of the legal system).
Please learn these things before starting to egovomit your ignorance all over the place.
