Canon?

At the first Outpost Gallifrey Forum there was this discussion about whether Shada was canon, I said that since the BBC novel Festival of Death takes place between Shada & The Leisure Hive then it must be canon. In response Shannon Patrick Sullivan says who says that Festival of Death is canon. If Mr Sullivan happens to be reading this I was not trying to say that Festival of Death was canon but that since the novel has been placed between Shada & The Leisure Hive then it would give the implication that Shada is as canonical as The Leisure Hive.

Since it was suppose to be the last epi of the 17th season , it would be canon!

Its canon.
It might not have been finished but it was patched together in an acceptable way.

Heck does the fact that several original episodes, of which only the audio remained yet the audio was married to modern animated sequences, de-canonize the episodes?
