I've found a real easy way to defeat this, quite hard opponent...
When he is falling down, place yourself just below where he'll land, turn to the left and bend over and start spinning. Silver Sonic will continualy get damaged. When he starts to move shoot off, then attack like normal. One or two hits later he'll be destoryed!!!

i loved that bubble sound effect.
If you go to options and sound effects and continue pressing the sound effect it sounds like he's saying something sounds a little like MUMOM
With having both Sonic and Tails was a blessing for me in Metropolis 3.
If I ever ran out of rings as Super Sonic, I'd just pick up Tails' controller and use him to fight the boss.
