Well i guess not , look to the insident in the parking space where he can't find the ticket...

Actually, the fact that he couldn't find his parking ticket was proof to Irene that his memory was restored. He would just forget the small things like the rest of us.
shareThe fact that he drives off, forgetting to follow Irene as he promised suggests that he's not yet fully cured.
Also in Irene's narration at the end, se states that there are three people in the relationship - her, Pablo and Graham. It appears his memory is gradually getting better but he will have relapses.
