Wouldn't Monk be in a Scottish Prison?

Monk was Scottish and he committed his crimes in Glasgow so he would have been tried under Scottish law and incarcerated in a Scottish prison. Only if he had committed a Crime south of the border would he be subject to English & Welsh law.

So did I.

He's supposed to be a serial killer from memory and I don't think he would have committed all his crimes just in Scotland.

I'm not sure how it works exactly but many members of the IRA arrested in Northern Ireland were imprisoned in England and Wales. Gerry Conlon of the Guilford Four was arrested in Northern Ireland, imprisoned in England and at some stage transferred to Scotland to scupper his appeal. Maybe the Monk had too much influence and could have threatened the Scottish authorities with violence against them?
