Would the child of two Spanish speakers ever speak Spanish with such a strong Australian accent as Lucia did? Well, not a strong Australian accent exactly, but a strong anglo, or non-latin, accent.

If raised in Australia, why not?

Although only a small sample, my partner, whose parents were adult immigrants from Spain, was born and raised in Australia and certainly has a somewhat 'Australianised' accent when speaking Spanish as does his sibling, born in Spain but raised here.

So it might not be such a stretch to imagine that some people would have quite strong accents.
