T.V Series Pilot ?

I have a question. This movie was a Syfy Channel T.V. movie. My question is was this intended as a T.V. pilot for a possible T.V. series but failed like what happen to Dr. Strange (1978) , Captain America (1979) , Captain America II: Death Too Soon (1979) , Power Pack (1991) , Generation X (1996) and Nick Fury: Agent of S.H.I.E.L.D. (1998) or was it intended for a theatrical release and it wasn't release like The Punisher (1989) , Captain America (1990) and The Fantastic Four (1994) ?
