Max is fictional...

He is only used to show a partly human side to one of the most evil monsters (Hitler was a living breathing man remember) that humanity will ever have to deal with. Listen to how many times Max just calls him Hitler as a nickname as if it was a friendly greeting. The name itself makes you shiver.

I agree it's not a good film but the performances by Noah and John Cusack, I think are worth noting. God, how much Noah must have struggled with some of those speeches. It must have made for a few sleepless nights. Even if you don't speak the language, spouting hatred is hard.

Not a great film but good acting and very brave of those two guys.
