Strange scene

I liked this movie a lot actually, good for a night in on the sofa.
However, what I found strange was the scene were at night people were fleeing the city. Soldiers were telling them to get back home, and start shooting them.
Lol, wasn't it the point for them to stay in to keep them safe? And instead they kill them.
