Voice of Kasi in U.S. dubbed version?

Did anybody ever watch this show on American TV? It was usually on in the early morning before the more popular cartoons.

I always thought the voice of Kasi (the little purple thing with big eyes) sounded a lot like Paul Reubens.

(I thought maybe he did it during the lean years when he wasn't appearing in public much after the masturbating controversy.)
