Why the “glamy” future?

I saw this movie yesterday and I love it (Mr. Izzard been the main reason) but I have a question: Why do they like the glam and androgynous look for futuristic/post apocalyptic movies based on old stories. Titus and this one are the example. Are they implying that the evil ones are perverted and the easy way to portrayed it is the glam/androgynous look? The good ones dress normal in both movies.

The plays would have originally been performed using a hodgepodge of old clothing donated by aristocrats. Most of them were set in fictionalized Italian courts full of deeply unrealistic sexual and sartorial excess.

I'd say the glam aesthetic is a pretty good modern approximation.
