Hulk 15 feet too big?

In the comics they never show any height consistents, a lot of people had a problem with him being 12 to 15 feet tall in this film. In his first hulk out he felt like the Hulk from the comics being 8-9 feet tall and wearing torn trousers not stretch boxers and do some human contact.

IMO opinion his height is relative. It depends on his level of rage etc. Naturally he cannot be like Godzilla, but his height is somewhere in the range you mention. Granted, I also think 15 feet is pushing the upper level, but if it works or not depends on the situation or rather which fight we are about to see. It is all about the visuals.

I like him around 10 feet if we should go for a general number. He has to be massive when compared to most people and so his size need to follow the trends generally. Humans were generally smaller when he was invented 50 or so years ago. We cannot have basketball players who shadow him, we just cannot. When standing next to Thor e.g. in Avengers, I would have liked to see him a tad bigger and more massive.

I think visually in the fights we see in HULK (2003) his larger size was a better fit and a good decision. A part of Lee's ambition was to make it believable and going up against several Tanks... well, then adding a few pounds of pure brute is not nonsense. Live pictures sometimes demand changes to work...

Another thing is that part of the story and the climax in HULK (2003) was how HULK could build up almost endless energy and his growing size was one way of visualizing this to us. I dig it.

Anyway and regardless, unlike the other movie(s) I think they got him right in this one, or rather nearest right. How he moved etc. was near spot on. His size and physic does depend on his rage and it was a mistake not to incorporate this in the other installments.... actually this is one of his best and most interesting features, imo.
