who is that guy,???!!! help help help please???!!!!

the main characters matt and jackie had 2 had a best friend named allen, and he looks soo familiar like he's from another show or something but it doesnt list his character on this site or any other site. so please if you know who he is please tell me. i have been thinking about this for about 3 days now and i'm stumped but its driving me crazy
