A thug trying to kill Dowd

When you first meet Stanton Dowd in Hells Kitchen a thug tries to kill him after your conversation with him. What is up with that?

You will see him wandering around if you mention Stanton Dowd by name to Jordan Shea or Joe Green. Since the area is under curfew it is clear that he is not just some street punk. Kill or tranq him before talking to Dowd.

I always just shot him cause he looked suspicious before even talking to Dowd. Guess I was right.
