Maya. She was so obsessed with the tattooist that when he lost interest in her, she killed him. She then set about collecting the skins of all those who had been tattooed by him. Basically it was about her possessiveness.

The killer couldn't have been more obvious if they'd had "i'm the killer" tattooed onto their foreheads.

how come all the tattoo owners happened to be in germany (in the same city, even). wasn't it stated that the japanese guy was with Maya in New York, so he'd have most of his customers in the States, if not the entire world. this didn't make any sense to me.

Just lucky, I guess.

I don't think anyone says in the film that the tattoo owners were all German or found in Germany. The cops just said they were all dead - period.

It makes perfect sense, best answer !

SPOILERS****

The murderer of the tattooed people is the bald guy who shoots himself in the mouth.

He was 'employed' by Maya, who's the head of the organization, to do the dirty work.

Maya probably had other accomplices, who killed Mink's daughter and the cop in the tunnel. And who sent the e-mail at the end while Maya was in her living room.

In short, the killers are simple henchmen. The real culprit is Maya, who does all that for the money, and maybe also as a revenge against the Japanese artist who let her down after tattooing her.

I found that quite predictable btw, who else could have known the names and locations of the tattooed people apart from someone who was very close to the Japanese artist?
