In the end, why they play golf between roads? And what if they hit someone? What is the meaning of the scene?

I don't know correctly, but I think it is because their golf course got tore down by the bulldozers? If not ,then I don't know either.

After mulling it over I’m going to with it’s a statement out the incongruity of modern life.

If I had to guess, it's a commentary on what eventually will happened if the development discussed in the film in general and advocated by the golfers in particular. The whole point of the film is that unchecked development, despite perhaps beautifying an area, is not generally a good idea.

Exactly. It was not a literal scene, but a point the filmmaker was making about unchecked development. Do you really think those guys would be hitting golfballs while standing in the middle of traffic?
