After mulling it over I’m going to with it’s a statement out the incongruity of modern life.
If I had to guess, it's a commentary on what eventually will happened if the development discussed in the film in general and advocated by the golfers in particular. The whole point of the film is that unchecked development, despite perhaps beautifying an area, is not generally a good idea.
