what does the tattoo say on his neck?

The tattoo is in (Mandarin) Chinese & says, "mei3 xiong1 di4" (or "may shiong dee" - a poor attempt to anglocize Hanyu Pinyu here...). ;) It means "beautiful (mei4) brothers (xiong1 - big brother, di4 - small brother)."
