Can someone please explain this to me.

Her mother was killed by her older brother. Her father gave him to a couple who lost their son. Her mom was mentally ill and tried to drown him as a baby. Season 2 explains it.
shareActually the last episodes of Season 2 leave this in doubt, though point a strong finger at someone else. Season 2 ended in a cliffhanger and Season 3 sped off in a completely different direction (so far).

You are right, there really was nothing concrete. Why kill his mother? she was not the one who sent him away. You can't really believe anything Max says, he could have wanted out of the way because it was not his kid. and it never resolves anything.
Are the order of the episodes even correct? for instance, Was the last episode meant to be the first? As it was the only one Detective Kapra was actually introduced.
The show never answered the question, mainly because the actor who played Max, left the series (due to health reasons or the fact that NBC wanted to cut his salary). It remains a mystery.
It was suggested that maybe a crooked cop may have done it - he was having an affair with Jordan's mom. However, once Max left the series, the entire mystery was pretty much abandoned.
Jordan's step brother was certainly mentally ill (and had a criminal record), but I don't think that he did it (unsure if he drowned or not).
Personally, I suspected that Jordan's mother was killed by organised crime or something to do with espionage (I always thought that maybe Jordan's mother had done desk work for the government or some such thing)
