Is it just me?

Is there some cultural barrier to a proper understanding of this movie, or am I just missing something? There seemed to be a lot of disconnected features such as the identities of the various men who interact with Karmen, and the way the drugs (?) are so readily stolen by the criminals from the police warehouse.

There are some sweet moments, but overall I found this quite difficult to follow.
