Question on Corbin Bernsen segment

Can anyone explain what on earth (or below it) the introductory Corbin Bernsen segment has with the rest of the film?

As bad as the intro was, I think the rest of the film was even worse. It looks like this film was put together with masking tape, the characters were cardboard, and the performances were wooden. 3/10 stars from me.
