Why would they even include nudity at all?

It seems like an odd choice, like it's just there for the sake of it being there, or for shock value or something. But why would you want shock value in a kid's cartoon? I just saw a foreign version of the marriage episode on Youtube and there's really no conceivable reason the gnome has to be flaunting her bare breasts around. I can't imagine anyone getting aroused by this either, even in the 80s, so I'm dumbfounded why it is there to begin with. Who was the guy that looked at the storyboard for this and said "You know what this show needs? More tits!"?

David the Gnome is a naturalistic story. It's also from Europe. You see, the United States was built on puritanical religious values. Those values make us hate ourselves when we see breasts. But not everyone in the world was born into a country of such sexual repression. You might not believe this, but breasts are normal things. In fact, many of us have them. Most human children even recieve sustenence through the form of milk that comes from the breasts of a lactating female. Humans are not alone in this function. I believe all female mammals are capable of such a process. So now I hope you can understand why, to other cultures, this form of nudity is inoffensive. The next time you see breasts, try not to feel too bad about it. It's only a person without a shirt on.

Well, those breasts are not there with any sexual intentions. They are not supposed to arouse anyone.
'David the Gnome' was a cartoon that focused on nature and natural ways of living. I remember watching these cartoons as a kid and seeing a gnome's breasts was never a sexual issue.
Remember, these are European cartoons. We tend to find nudity somehow natural, and some times we are shocked by the use of violence in American shows. Different cultures, different views.
What I can guarantee is that Lisa's breasts weren't included to arouse anyone, I even find your comment amusing and nahive.
