How much english dialogue can a 'Best Foreign Film' have?

I notice that this one an oscar for best foreign language film. However there was a considerable amount of English dialogue (most of the scenes outside the trench). Does anyone know what the Academy guidelines are for a picture to be eligible for "best foreign film" in terms of how much English dialogue is allowed?

I think it has as much to do with the nationality of the production companies and financiers, probably more than some percentage of English language use within the film. I'd estimate this was 10% in English, tops. The cast, apart from Simon Callow and the "GCN" reporter and her crew, was almost all non-British or American.

The Oscars website (www.oscars.org) promises to publish the full eligibility rules sometime in June. Something must be changing or they'd just post LAST year's rules.
